Achievements through 10th five-year plan
Bhopal, Jan 08: The period of the 10th five year plan that ended in March last was marked by brilliant achievements in key development sectors including infrastructure. The state of public finance improved significantly during the period. The plan was approved for Rs 25,737.25 crore. The actual outlay approved has been Rs 33,725.96 crore. The increase has been possible because of higher revenue mobilization, both at Centre as well as in the State, and containment of non-plan revenue expenditure through strict economy measures.
The actual expenditure including anticipated expenditure for 2006-07 is Rs 33,874.61 crore. Thus the performance of the plan in financial terms is 100.44 percent of the approved outlay. The institutional deliveries have improved by over 100 percent in last couple of years. The performance under Janani Suraksha Yojana has been among the best in the country. The IMR moved from 90 to 76 during the 10th Five Year Plan period.
The performance in the infrastructure sectors of road, power and irrigation has been impressive. The State created 6.17 lakh hectare of irrigation potential, which is about 30 percent more than the original target fixed. Similarly, against the targeted additional generational capacity of 2355.40 MW, additional generational capacity of 2466.5 MW has been created. Additional capacity of 1,000 MW From Indira Sagar Hydro Electric Plant has become available ahead of the schedule. Likewise, addition of 6,848 km of road length by Public Works Department has been more than the original target of 4,770 km set for the 10th Plan.
The State has received the approval of State Wide Area Network (SWAN) linking the State headquarters to the blocks. This will greatly facilitate e-governance and provide over 9000 community facility centres. The State has also been among the first ones to promote Information Communication Technology (ICT) enabled learning through launch of programmes like HeadsTart. Madhya Pradesh has been pioneer in realizing the potential of Private Public Participation (PPP) mode of financing the infrastructure projects.
Construction of nearly 1,500 km of roads has already been done under PPP approach. The State has also been among the first ones to get projects approved under Viability Gap Funding (VGF) Scheme launched recently by Government of India and has received approvals for projects costing about Rs 1,500 crore. A significant achievement has been the enrolment of children in primary schools. A total of 1.12.74,071 children have been enrolled in primary schools and 42,53,269 children have been enrolled in upper primary schools. One of the key objectives to provide access to primary school facility within 1 km and upper primary school within 3 km was achieved.
