Ban on purchases after February 1

Bhopal, Jan 17: In order to check the tendency of hasty purchases made during last months of financial the state government has imposed a total ban on government purchases after February 1 till completion of the current financial year. This would also rule out the possibility of violation of prescribed procedures and fiscal discipline in purchases. The ban is imposed every year in the last months of financial year.

The ban would also be applicable to the purchases made through Laghu Ugyog Nigam (LUN) and public sector undertakings. However, it would not be applicable to purchases made for implementation of the foreign-aided projects. Orders in this regard have already been issued to all departments, heads of departments, divisional commissioners, and treasury and sub treasury officers. As per the order, all the powers of purchase at different level would be suspended till completion of the current financial year.

There would be no ban on certain actions. In cases where purchase orders have already been issued by the office after sanction of the competent authority would not be covered under the ban even if the purchase were made after February one. It would also not be applicable to purchase of material required for conduct of hostels, ashrams, hospitals, jails, veterinary hospitals etc. The action plans approved by HLC under the assistance of the 12th Finance Commission would also be exempt from the ban. Any relaxation from the ban would be given only after permission of the finance department.
