Fixed time for issuing ration cards

Bhopal: At present, there are around 1.53 crore ration cards are in existence in Madhya Pradesh. Ration cards have been issued afresh since the year 2006 under APL, BPL and AAY Schemes. Time-limit has been fixed under Public Service Delivery Guarantee Act with fixation of responsibility of officers for issuing APL and BPL ration cards within prescribed time-limit. There is provision to penalise the ration card officer not delivering the document within time-limit with a fine of Rs 250 per day. Provisions for the first and second appeals have also been made for the benefit of beneficiaries.
In the state, above poverty line (APL) ration cards have been issued under a regular process.
At present, there are 81.47 lakh APL ration cards in the state. The number of below poverty line (BPL) cards in the state is 55.69 lakh. Antyodaya Anna Yojna (AAY) is meant for extremely poor families, who have been issued 15.81 lakh ration cards in Madhya Pradesh. The system of issuing ration cards has been implemented with a view to making available essential goods to consumers from fair price shops in the state. In rural areas, power of issuing APL ration cards rests with Gram Panchayats while BPL and AAY ration cards are issued by an officer empowered by concerning district collector.
It is noteworthy that 21,464 fair price shops are operating in the state at present of which four thousand 67 thousand shops are in urban and 17,397 in rural areas. Explicit provisions have been made for allotment of fair price shops in Madhya Pradesh Public Distribution System (Control) Order 2009. Provision has also been made to allot fair price shops for Joint Forest Management Committees under the Forest Department in forest areas. Joint Forest Management Committees are running 248 fair price shops in rural areas. An allocation is made every year in the budget for compensation to fair price shops run by Agriculture Credit Cooperative Societies against losses suffered by them. A provision of Rs 15 crore has been made for the same in the current year’s budget.
