Dedicate 2010 to golden MP concept

Bhopal: Chief Minister Shivraj Singh Chouhan has asked government departments to dedicate the year 2010 to the concept of golden Madhya Pradesh. The Chief Minister has instructed all the departments to implement development programmes at a rapid pace, complete the targeted works within the deadline and follow the recommendations of Manthan during the New Year.
He has instructed every department to set a target for the entire year and chalk out a programme to achieve this target on priority basis. Chouhan was addressing a meeting of cabinet colleagues and Principal Secretaries of all the departments at the Mantralaya here on Saturday. Extending New Year greetings, Chouhan said that during the last one year, the government work has been affected due to code of conduct imposed due to various elections. Now, all the departments have to ensure utilisation of available budget during the remaining three months of the financial year.
The Chief Minister said that he will undertake a state tour for 'Aao Madhya Pradesh Banayen' campaign with spot assessment of distribution of Forest Rights documents. The Chief Minister has asked all the departments to send Action Taken Reports in connection with implementation on the instructions and announcements made earlier. The Chief Minister said that he will hold separate discussions with officers of various departments on Sunday and apprise himself of departmental activities and difficulties.
Chouhan said that appropriate action should be ensured against those found guilty of corruption and irregularities. He instructed the government departments to take self initiative for ensuring maximum benefit of Central schemes, promoting information technology and using the same for the benefit of the common man. Chief Minister Chouhan said that proper implementation of social security and other beneficiary-oriented schemes should be ensured. Expressing his displeasure over instances of indifference in such schemes and programmes, the Chief Minister said that persons found involved in such cases will not be spared.
Chouhan instructed the officers to maintain a constant dialogue with departmental ministers and seek their guidance. He instructed the concerning departments to ensure revenue recovery against the set target so that the tempo of development works can be accelerated. The Chief Minister said that 14 departments have taken decision on Manthan recommendations while the rest of the departments will take their decisions this month. He said that the budget for the next year 2010-11 will offset our priorities and works of all the departments for next year will be determined accordingly. The CM will constantly monitor implementation of these priorities.
He said that work has been started to simplify process in all the departments in public interest. But this is a continuous process and efforts in this connection will be continued. Chouhan emphasised cadre management by all the departments. The action taken so far in this connection is not adequate. All the departments should post officers as per the cadre management as far as possible and also effect promotion accordingly. He said that this work should be completed by January 31, 2010. Earlier, Chief Secretary Rakesh Sahni welcomed the Chief Minister on New Year and hoped that all the distinguished officers will undertake constant efforts to achieve set targets in accordance with the government's priorities.
